Sadly that's a privilege mostly for developed countries, we don't have such facilities. When I told one of the Head of Department about my stammer before exams, she called me out on asking for "preferential treatment for a disability" _while i stammered in front of her_ (She had to take our viva for annual exam). Plus it's impossible to expect patience in the hospital wards, where I have to speak the most, ain't nobody got the time for disabilities when you have patients to take care of.
