Okay I see what you mean. Yes, you do need to start doing things a bit differently. But before we go into that, first it's important to recognize what you do have. Take inventory of your life. What you have in spades right now is time and opportunity. If you play your cards right and use your time effectively each day to accomplish something, you'll eventually build momentum and become something special. Don't let your depression or negative thoughts get in the way working on yourself. This is important. Right now your mind is controlling you instead of you controlling the mind. What you need is an unbreakable routine that you adhere to not matter what, even if your sick or on death door. I'm joking on that last part but you get what I mean. Jus like how you automatically brush your teeth after waking up, you need to make studying and working out like that, automatic and tied to a particular action. You make studying the first thing you do after waking up or the last thing you do before going to bed. You'll have to schedule it. Either wake up earlier so you have 3-4 hours you study before school or set an alarm 3-4 hours before bedtime to study. Lastly, I suggest you start listening to people like John Rohn and Eric Thomas. People who share wisdom, actionable steps and messages of empowerment. You need to start planting the seeds in your mind (daily so you don't forget), in your subconscious. Seeds of "I can" and "It's possible" and "I believe in myself". You need to daily be listening to wise people who can give you far more actionable advice than I can. Read more books and listen to educational podcasts / documentaries. Start adding good seeds to the garden which is your mind. The point is pay more attention to the media you consume because it can either build you up destroy you. You're on a journey of figuring out life. You've begun to question "what's the best use of my time now, so that I'll be okay in the future". And that's a very good thing to have at 16 and you're blessed. Don't waste your blessings. Don't focus on the wrong things like Netflix and social media. As a stutterer, you can't afford to be average or do the same things as everyone else. You have to put the time into things you can control. You'll grow into a man, with manly features as you get older. You haven't even reached your final form (DBZ reference). Just get a haircut that is simple and easy to maintain. You won't reach your peak attractiveness until about 24 or even 30 in some cases. So don't worry about that stuff.
