My mom actually had this happen to her, as she was mute (cancer of the larynx, had her full voice box removed), but with the US government regarding her Social Security. My brother tried to call for her and they refused to speak with him about her file. When he explained the issue, it was shocking to me that they had no alternative whatsoever. "She has to talk," they said. Well... she is physically incapable of talking, she has no voice box! She tried using her electro-larynx, but it is indecipherable over the telephone, and they denied the whole request. They eventually just hung up on her and my brother, leaving her without any answers as to when she'd receive her monthly disability check and be able to pay the bills. Calling back netted no results. She just had to wait, without answers. My brother eventually called back, said he was my mom, and they gave him the info *instantly*, despite him having a male voice and having told them multiple times that my mom had no voice at all. It's such a farce. Not recommended as a solution obviously, but what else is one to do? It's downright absurd.
