I think it’s just a symptom of someone who is speech anxious, which most stutters are. Perhaps he is worried that if he doesn’t speak right away he will stutter more after time builds up. That being said, it’s never cool to interrupt someone and if it happens all the time, he is more than likely just being kind of a shitty boss. I’d try to give him the benefit of the doubt though.
