I know in Canada they're not allowed to deny you for that reason if you are qualified for. But it's hard to prove because it's easy for them to point to who they hired and say "well he was more qualified" They are allowed to deny you the job, to be clear, but not explicitly because of your stutter. Unless of course the job really needs you to speak
