Think you are not understanding. Someone can be disabled by dysfluency (to the degree of having SI) , but rarely “sound” like they are stuttering. Also, someone can speak with frequent repetitions, but not be impacted emotionally by it , and would be less likely to be diagnosed with dysfluency, per DSM5 criteria.
