What do I do about my edgy 16 y/o brother?

What do I do about my edgy 16 y/o brother? I have explained to him the full extent of my problem and how he can pay attention, but he just gets bored and either starts texting or makes a mockery out of it. I need help, don't want another dog walk where we are just shouting at each other.
