If he’s doing it intentionally then you should report him, this happened to me at my old job and it only got worse, other managers would join in and I felt forced to leave, it’s discrimination and it’s not okay. It wouldn’t be acceptable if he mirrored Tourette’s and it’s not okay for him to do it with your stutter. It took me quite long to leave but I wish I said something sooner
