It is not because he believed that stuttering is a mental disorder, but that the medications that I was asking for to treat stuttering are associated with use for mental disorders. He felt that he didn't know enough about the medications to prescribe them safely. Thus, he referred me to someone who does have experience with these types of medications. I'm using saphris for an off label use, not for a mental disorder.
