Great initiative. Two things: 1) Wherever you can, create a space where she can speak without feeling judged, where she can take all the time she needs and feel listened, regardless of fluency. This could be, for instance, asking family members to not finish her sentences or cut her off, and just listen. 2) Depending on what kind of school she attends and the environment, it might be good to find a way to educate her classmates on what she is going through. Maybe talk to her teacher? My mom was a teacher, and she would take time every September to come in front of my class (with me) and talk about it. Never got made fun of by these specific kids.
