Stuttering manifests differently in different people. When asked your name, many will panic, make odd motor movements, avert eye contact and say nothing. This would absolutely initially be concerning to a cop in a different situation.. Withholding the relevant information (that you have a stutter that manifests as blocking etc) is unwise. I am absolutely not suggesting you apologize - simply provide information.
