Has anyone ever heard of or uses high fidelity ear plugs to ease stuttering?

Has anyone ever heard of or uses high fidelity ear plugs to ease stuttering? I can’t find this video where the speaker suggested using them. They are used by musicians or people in loud environments and work by lowering sound. However, you can still hear everything clearly. They apparently help with stuttering. Think about it when you are sick and your ears are clogged. You may notice that your speech is better during this time. Not sure if sales pitch, band aid fix for thirty seconds or something magical.
