You can practice techniques and your enunciation. While you'll never completely remove your stutter, you can actively minimalise it. It's also about confidence and the willingness to speak up, have your input. When your experiences involved with being proactively vocal are negative then that is going to impact future scenarios, meaning you're less likely to be vocal. Speaking more helps alleviate the fear of embarrassment from stuttering. YMMV though.
