Personally, if I was filling out a form or something that asks if I have any disabilities I wouldn't put stuttering. I have thought of it as being a disability though because it is disabling in some ways. I guess it depends on how bad it is. If it impedes you from living your day to day life because you're essentially unable to talk then I would say it is but if it is mild then perhaps not. Just my thoughts.
