well the thing is, we mess up our speech when we stutter right and that ofcourse happends in the brain, but that doesnt necessarily mean that stuttering is caused by ''our brain''. I would say that we interfere with our speech is what making us stutter and ofcourse this happends in the brain but is something we intentionally (whether thats conscious or unconscious) do.
