A1 - it can be genetic, not necessarily. A2 - It is possible, especially if everyone around her doesn’t expect of her perfect English speaking skills. She might be focusing more on translating her thoughts rather than overcoming blocks, which can result in more fluent speech. Also, it is not uncommon that when a person with a stutter gets into a different “role”, he/she can speak fluently.
