That's how the system is designed. It's to help people who don't really need it. The ones who do get thrown to the side. I just find it hard to believe, we have a satellite in space, that can see a quarter on the ground. Tell you if it's on heads or tails, but they can't come up with something to help people with stuttering? Or any other disability out there that is left behind. They probably do have something that an cure a stutter. Just like anything else though how much are you willing to pay for that cure? Hate to say it, but no cure is free. There is someone out there who is going to profit off of it at some expense.
