Please HELP. Why can't you just tell him? IANAL but I understand an employer may not want to bring it up for legal reasons but as a recruiter i do not see the problem in just asking him if he has a stutter, and if so then telling him that his method of dealing with it is more distracting to a potential employer than getting blocked would be. Isn't part of the job of a recruiter to help the guy get hired?
