If the minimum requirement is too high, you should ask for an accomodation with the ETS team. For my university, they had an overall cutoff and not individual ones. So even though I scored below 20 in the oral test, I managed to score 26+ in the other sections. Also, I mentioned the reason as to why I got a low speaking score in my statement of purpose and how my stutter would not affect my academic performance. You could also check with the university if they could waive the the minimum requirement for the oral test. It's a long shot, but you could try it!
