Maybe it is a disability but I currently do consider my stutter a disability. I refuse any victimhood status as cringey and cliche as that sounds. You can say I am high functioning since I work front desk at a 5 star hotel. I still have a pretty bad stutter too...at least when I am not using the techniques I learned I do feel like my stutter severely hindered my social life growing up real bad. Missed out on a lot and it makes me truly sad thinking about it. Wish I could go back in time and shake my younger self and say to him "noone really does not give af!!" If you were to ask me this same question back then I would probably say YES.
