Usually people aren't trying to be inconsiderate, they are usually caught off guard and don't know how to react. Laughing, or saying a joke about it is there was of breaking the tension in the situation. I blame this to the fact that stuttering has basically zero public awareness, and stuttering is impossible to identify in a person until you hear it yourself. When people do things to break the tension, like giggle or say a little joke, I either ignore it and keep talking, or I explain to them my stutter. When they find out you have a stutter, they usually feel embarrassed, and that's when you can tell if someone is genuinely unaware of how to converse with someone with a stutter. Tl;Dr: Don't assume someone is rude because of how they react when you stutter. They are usually unaware and uneducated on how to converse with someone who has a stutter.
