Practice reading out loud slowly. Taking a big breath before you speak and releasing the air once you're finished. Concentrate on the sounds and how they are produced in your mouth. When you're reading in your head try to slow down your reading in your head too. Try slow down all inner self talk. The more you practice around yourself the better you'll get.
