At my college, most of the public speaking classes are online classes, but you meet as class once a week to do your speeches. With the help of the students with disabilities center on campus, I got set up with a modified class. I did the online portion like everyone else did and then instead of meeting with a class of 30 people once a week, a professor volunteered to meet with me once a week in order to complete the speaking portion of the class. We spent an hour a week preparing my 3 speeches then I performed the speech 1-1 with him (without being timed). If you're in the US, I would suggest meeting with your disabilities office to make a plan. Let me know if you have any questions.
