When we stutter (not block), is it bc our airflow is too much?

When we stutter (not block), is it bc our airflow is too much? Like on the letter h, when I stutter it’s like h-h-hxxxx A block I’m assuming is somewhat the opposite bc no air is coming out. What do you guys think?
