That's rough man. I hear stories like this and it makes me sad. I want to help others, and I think I should be able to because my stutter is pretty mild, but as much as I'd love to say I've figured out stuttering, it's more likely that I just got older, my life's more stable, I'm less stressed, and my stutter was pretty mild to begin with. All that being said if there's any chance you can get another shot at that phone interview do it. It would be way worse to have to be stuck in a crappy job 6 years from now and always wonder "What if...", rather than putting your ass on the line, giving it a shot, letting the chips fall where they may, and several other tired clichés (give it 110% while you're at it). I feel for you guys...
